Reports of civilians killed in Russia a deeply disturbing conflict in Ukraine: India

The conflict has caused millions of people to lose their homes and be forced to seek refuge in neighbouring countries, according to India’s deputy permanent representative to the UN, Ambassador R. Ravindra, who was speaking at the UN Security Council Briefing on Ukraine on Tuesday.

He also said that women, children, and the elderly have suffered the most. India has stated that crucial civilian infrastructure in metropolitan centres has become an easy target in times of armed conflict. India has expressed great worry over reports of civilian casualties in the ongoing Russia-Ukraine conflict.

Speaking at a UN Security Council briefing on Ukraine on Tuesday, India’s Deputy Permanent Representative to the UN, Ambassador R. Ravindra, said the conflict has resulted in the loss of life and countless miseries for its people, particularly women, children, and the elderly, with millions becoming homeless and forced to seek refuge in neighboring countries.

According to Rosemary DiCarlo, Under-Secretary-General for Political and Peace Building Affairs, the Russian missile strike on a mall in the Ukrainian city of Kremenchug resulted in the deaths of 18 civilians and 59 injuries, with the final death toll possibly being far higher. 

According to Ravindra, “India continues to be quite worried about the situation in Ukraine.” Volodymyr Zelensky also spoke digitally at the Council meeting, making it the second time since the conflict’s inception in February that the powerful 15-nation UN body has heard from him personally.

India further stated that the protection of civilian property in armed situations should be taken into account in accordance with existing international law. India has already vehemently denounced the massacre of Bucha’s inhabitants and backed the need for an impartial probe.

Any assault that targets a shopping Centre is totally despicable, according to Stphane Dujarric, the Secretary-General Antonio Guterres’ spokesman, who made the statement on Monday. DiCarlo claimed that following the missile hit in Kremenchuk, in the central Poltava district, “the depravity of the conflict was again on full show yesterday.”

She added that the incident, which should be investigated, was the latest in a new wave of airstrikes and missile attacks in Kiev, Chernihiv, and Odessa, Mykolaiv, Kharkiv and other towns far from the front, leaving many civilians killed or injured. 

She said the attacks were the most shocking attacks of the conflict and affected hundreds of people, perhaps even some trying to get respite from the daily horrors of war.

She added that there are no indications that this horrifying battle will end, which is a major cause of instability in Europe. Ravindra continued by saying that India has continuously campaigned for the path of peace, discussion, and diplomacy and called for a full cease of all hostilities from the start of the war in Ukraine.

We must all thoroughly comprehend the importance of fairness, accessibility, and affordability when it comes to food grains. The existence of free markets cannot be used as an excuse for racial and economic discrimination.

Ravindra informed the Council that India is seeking to increase fertilizer production. The availability of fertilizers and the upkeep of effective global fertilizer delivery systems must also get attention. He suggested that similar measures be used to ensure that the world’s fuel supply is steady and in accordance with demand. Ravindra informed the Council that India is striving to increase fertilizer output.

Ravindra continued by saying that India is dedicated to cooperating positively in order to lessen the negative effects of the war on food security. The World Food Programme should be excluded from food export limitations when purchasing food for emergency aid, according to the Global Crisis Response Group Task Team’s suggestion.

India has sent 1.83 million tons of wheat to impoverished countries in the last two months, including Yemen, Afghanistan, Myanmar, and Sudan. He said that we are helping our neighboring neighbor, Sri Lanka, to ensure their food security. Zelenskyy said that Russia should be delisted from the UN as a state sponsor of terrorism because of its actions in his country.

He emphasized that the Russian invasion of Ukraine shows both the significance of this concept and the urgent necessity for it to be codified legally. He pointed out that the UN does not have a legal definition of what constitutes a terrorist state. He urged ambassadors to purge the delegation of the terrorist state, asserting that Russia has no right to participate in talks and votes on the war against Ukraine in the Security Council.
