Enhancing Bilateral Defence Cooperation: India and France’s Strategic Objectives 2023
The presidents of France and India have reaffirmed their shared dedication to boosting defence cooperation. During their bilateral discussion outside of the G20 Summit, Prime Minister Narendra Modi and the President of France spoke about their collaboration on designing, developing, testing, and producing cutting-edge defence technology and systems.
Notably, they also stressed the importance of increasing Indian defence manufacturing with an emphasis on serving third-world nations in the Indo-Pacific and beyond. In this regard, the leaders demanded that the Defence Industrial Roadmap be completed as soon as possible.
The strategic alliance between India and France celebrated its 25th anniversary during President Macron’s visit to India, which came shortly after Prime Minister Modi’s trip to Paris in July. They discussed the growth of their bilateral ties since their previous encounter in Paris and shared opinions on global and regional events.
Ambitious objectives in fields including military, space, nuclear energy, digital infrastructure, crucial technologies, climate change, education, and interpersonal relationships were the main topics of debate. They also discussed their cooperation in the Indo-Pacific and in Africa, placing special emphasis on connectivity, energy, sustainability, and other factors.
The leaders also emphasised collaboration in the fields of digital, science, technology, innovation, education, culture, health, and the environment. They demanded that institutional ties be strengthened in these areas, simulating the Indo-French Campus for the Indo-Pacific. They also had plans to construct museums and engage in cultural exchanges.
President Macron and Prime Minister Modi emphasised the significance of increasing their cooperation to address local and international issues. They reiterated their dedication to fostering inclusivity and togetherness, which is reflected in the phrase “Vasudhaiva Kutumbakam,” which roughly translates to “one earth, one family, one future.”
The presidents commended civil nuclear ties, space collaboration between France and India, and the development of talks on the Jaitapur nuclear plant project. To further solidify their collaboration, they declared their intention to jointly develop Small Modular Reactor (SMR) and Advanced Modular Reactor (AMR) technologies. India’s participation in the Nuclear Suppliers Group has once again received the unflinching backing of France.Regarding Mission Chandrayaan 3, President Macron thanked Prime Minister Modi and noted the six-decade history of India-France space cooperation.
Finally, Prime Minister Modi thanked France for its ongoing assistance during India’s G-20 presidency and emphasised the importance of France in fostering inclusivity and unity throughout the world. They underlined their commitment to working with the AU for the advancement and development of Africa and welcomed the African Union’s inclusion in the G-20.
In a rapidly changing global landscape marked by geopolitical shifts and evolving security challenges, nations around the world are increasingly recognizing the importance of strong international partnerships.
Among the many diplomatic relationships that have garnered attention, the bond between India and France has taken center stage in recent years. Prime Minister Narendra Modi of India and President Emmanuel Macron of France have been at the forefront of nurturing this partnership, solidifying not only political and economic ties but also strengthening their defense cooperation. The India-France relationship is rooted in historical ties, with France being one of the first Western nations to establish diplomatic relations with India after its independence in 1947.
Over the years, this partnership has evolved into a multifaceted one, encompassing political, economic, and cultural dimensions. However, it’s the defense sector where both countries have made significant strides in recent times.
One of the most prominent symbols of the growing defense cooperation between India and France is the Rafale fighter jet deal. In September 2016, India signed an agreement with France to acquire 36 Rafale aircraft, marking a significant milestone in their defense ties.
These advanced multi-role fighter jets have not only bolstered India’s air capabilities but also deepened the strategic partnership between the two nations. The deal showcases the trust and confidence India places in French defense technology.
Naval cooperation has been another cornerstone of the India-France defense relationship. Both countries share common concerns about maritime security in the Indian Ocean region. France has been a valuable partner in India’s efforts to secure its vast coastline and protect its maritime interests. Regular joint naval exercises, such as the Varuna and La Pérouse exercises, have enhanced interoperability between the Indian and French navies.
Defense ties between India and France extend beyond traditional military hardware. Cooperation in space and cybersecurity has gained momentum.
The Indian Space Research Organisation (ISRO) and the French Space Agency CNES have collaborated on various space projects, including Earth observation and climate monitoring. In an era where cybersecurity threats are a growing concern, both nations have initiated dialogue and cooperation in this critical domain.
One of the ambitious goals that Modi and Macron have set is deepening engagement in the Indo-Pacific region. The Indo-Pacific has become a focal point of global geopolitics, and both India and France have expressed their commitment to a free, open, and inclusive Indo-Pacific.
This involves not only ensuring maritime security but also promoting economic development and adherence to international rules and norms.
Both leaders have recognized the shared threat of terrorism and radicalization. Strengthening intelligence sharing, counterterrorism efforts, and efforts to combat radical ideologies is on their agenda.
France’s experience in dealing with counterterrorism and India’s growing concern over terrorism make this cooperation crucial.
Modi and Macron are also united in their commitment to addressing climate change and environmental security. Both countries have been active in international climate negotiations and are exploring avenues for collaboration on renewable energy, sustainable development, and environmental protection.
The strengthening of defense ties between India and France, under the leadership of Prime Minister Narendra Modi and President Emmanuel Macron, signifies the evolution of a strategic partnership built on trust, shared values, and common interests.
As they forge ahead with ambitious goals in the realms of defense, security, and international diplomacy, their cooperation is set to have a significant impact on regional and global stability.
The India-France partnership serves as a testament to the importance of strong and dynamic international relationships in an ever-changing world.
